Labor exploitation of Filipino migrant workers continued into the 2010s, with California and New York as epicenters of labor trafficking cases. Groups such as the California-based Pilipino Workers Center (PWC), founded in 1997, responded to this dire situation by organizing for greater protection for domestic workers.
In 2019, Damayan and the Pilipino Workers Center in Southern California launched Baklas (Break Free) National in Los Angeles. A nationwide campaign against the labor trafficking of Filipino migrant workers, it aimed to empower survivors to escape their traffickers, develop the national leadership of the survivors, and build a national network of attorneys and social service providers.
